The basic issue is how to teach topspin when using green balls

It's the same: that is, learning principles do not change with ball types since physics are constant. If the kids have not learned topspin by the time they are using green, it's the teachers fault. It should have been learned earlier with red and orange balls. The smaller courts allow greater focus on technique since the kids take fewer steps meaning they can set up earlier and better.
