Looks like Criteo. The Electronic Frontier Foundation warned about them quite a while back.

"Criteo relies on cross-site tracking using cookies and other methods to follow users as they browse. This has led them to try and circumvent the privacy features in Apple's Safari browser which protects its users from such tracking."

Apple fixed that one. So now they're on to something else slimy
