quite odd that he's talking of approach shots, but puts on the brakes and stops in every one of his examples and does not follow to net.

I saw Mark Bey at the USPTA spring convention in Nor Cal and he was very good. It is somewhat odd that he stops after he hits.

Are his shoulders Level on this Backhand?

No, but I think his point is the intent. His intent is to try to be as level as possible. I'm thinking that he has to raise the back shoulder some due to a sort of high contact point on this shot. I went thru this thought process when I saw this vid, sort of like you, and came up with this theory.
